COS’E’ LA PEC?
La PEC, posta elettronica certificata, rappresenta l’innovazione nell’ambito della comunicazione tra persone, imprese, pubbliche amministrazioni e professionisti. La PEC, o più comunemente detta posta certificata, è un sistema di trasmissione sicuro e regolamentato dalla legge, per inviare documenti e messaggi di posta elettronica con valore legale. Viene istituita come versione digitale della raccomandata con ricevuta di ritorno e punta a rendere più agili, immediati ed economici, tutti gli scambi di informazioni tra i soggetti interessati, sfruttando le potenzialità del digitale.
Ma come funziona esattamente l’invio e la ricezione del messaggio di PEC?
Il sistema coinvolge diversi attori:
il mittente della comunicazione – il messaggio e gli allegati che si vogliono inviare in forma di posta elettronica certificata,
il gestore della casella PEC di cui il mittente è intestatario,
il destinatario di tale comunicazione e
il gestore della casella di posta elettronica certificata intestata al destinatario
Sia il mittente che il destinatario possono essere privati, pubbliche amministrazioni, imprese, enti, associazioni ecc.
Perché un messaggio di PEC vada a buon fine è necessario che sia mittente che destinatario siano in possesso di una casella di PEC presso uno dei gestori autorizzati iscritti all’elenco pubblico tenuto dall’Agenzia per l’Italia Digitale.
Il mittente produce il messaggio di posta elettronica e aggiunge gli eventuali allegati a corredo del messaggio.
Per fare in modo che integrità del contenuto, data e ora di invio siano garantiti, una volta che il mittente ha compilato il suo messaggio, entra in gioco il suo gestore di pec che, al momento dell’invio, crea un messaggio esterno, denominato “busta di trasporto”, nel quale vengono inseriti il messaggio del mittente e tutti gli eventuali documenti allegati.
Il gestore PEC del mittente invia una ricevuta di accettazione al mittente e la busta di trasporto al gestore pec del destinatario che verifica l’attendibilità della comunicazione pec, consegna il messaggio nella casella destinataria ed invia al mittente la ricevuta di consegna, o, in caso di problemi, invia, entro 24 ore, la ricevuta di mancata consegna.
In caso di esito positivo, il destinatario trova nella sua casella PEC il messaggio inviato dal mittente completo di tutti i documenti allegati in completa sicurezza ed efficienza.
Il mittente, invece, riceve la notifica che attesta che il suo messaggio è stato ricevuto o preso in carico dal gestore di PEC del destinatario che aprirà e leggerà il contenuto appena ne avrà la possibilità.
Come accade per la raccomandata con ricevuta di ritorno, chi invia un messaggio di posta elettronica certificata, ha quindi sia il modo di attestare la data dell’invio della comunicazione, che la possibilità di sapere se il suo messaggio è arrivato o meno a destinazione, tramite la ricevuta di ritorno.
Inoltre la PEC, essendo un metodo di trasmissione digitale, porta con sé diversi vantaggi.
Non solo la trasmissione del messaggio di PEC e dei suoi allegati è immediata, sicura e garantita, ma il costo dell’invio di un messaggio di posta elettronica certificata, è gratuito.
IL SERVIZIO INI – PEC COME FUNZIONA?
INI-PEC è l’Indice Nazionale degli Indirizzi di Posta Elettronica Certificata istituito dal Ministero dello Sviluppo Economico.
INI-PEC raccoglie tutti gli indirizzi di PEC delle Imprese e dei Professionisti presenti sul territorio italiano ed è pensato per chiunque abbia la necessità di ottenere l’indirizzo di PEC di un professionista o di un’impresa che desidera contattare.
Senza bisogno di autenticazione o di programmi aggiuntivi, chiunque può accedere alla sezione di ricerca del portale e cercare l’indirizzo di posta elettronica certificata di proprio interesse.
Se l’azienda o il professionista cercato è presente nell’indice, INI-PEC fornisce all’utente l’indirizzo richiesto, semplificando la vita di tutti.
L’indice viene puntualmente aggiornato con i dati provenienti dal Registro Imprese e dagli Ordini e dai Collegi di appartenenza, nelle modalità stabilite dalla legge.
Il reperimento delle informazioni di tutti gli operatori economici che per legge devono possedere un proprio indirizzo PEC è ora più agevole ed efficace grazie ad INI-PEC.
INI-PEC è uno strumento innovativo e fondamentale allo sviluppo del paese realizzato da InfoCamere in attuazione del decreto legge del 18 ottobre 2012, n.179.
